The Republic of Moldova according to the Project Agreement dated May 13th, 2016, hereinafter referred to as the "AGREEMENT", signed between the Ministry of Environment, hereinafter referred to as "MoE" and the Swiss Agency for Development and Cooperation, hereinafter referred to as "SDC" SDC ref. No. 81035398, and the Austrian Development Agency, hereinafter referred to as "ADA" ADC ref. No. 8332-00/2015 obtained financing in the amount of CHF4.90 million equivalent from SDC and ADA on the implementation of the Project "Strengthening the institutional framework in the water and sanitation sector in the Republic of Moldova (IFSP)", Phase (01), hereinafter referred to as "Project" and it intends to apply part of the proceeds to payments for consulting services, goods, works and related services to be procured under this project.
As a response to the current challenges, the Project is composed by 3 components, which are:
Component 1 - Development of the water sector
Under this component, there are 11 outputs planned. The first activities aim to favor a better coordination within the water sector: coordination itself between the actors but also clarification of the roles and responsibilities of each of them (in order to avoid gaps or redundancy). The others activities support the development of the water and wastewater sectors. A key challenge is to implement the EU acquis communautaire, especially the wastewater directive. Planning actions (including their financing modalities) and regionalization will be supported through this project. Legislations and technical norms should also be revised in order to be in line with the EU standards. Finally the component 1 focuses on developing capacities and competencies of the different actors (especially the operators). This component will be managed by the Water Management Department of the MoE.
Component 2 - IWRM / RBM plan implementation
Under component two, there are 5 outputs planned. This component will support all actors within the implementation of an integrated water resource management: support for implementing the river basin management plans, support for creation and functioning of the River Basin Committees, etc. This component aims at implementing the EU Water Framework Directive. Several activities related to training will be implemented. This component concerns many stakeholders, and it is managed by the Agency "Apele Moldovei" (Moldovan Water Agency).
Component 3 - Support to establishment and national roll out of a water information system to support informed decision making in the sector
Under component three, there are 4 outputs planned. This activity is a key transversal activity in order to share data for decision process. It will support the different steps for establishing and making functional the water information system. This component will be managed by the unit "e-transformation" of the MoE.
Procurement of contracts financed by Donors for procurement of all consultant services, goods, works and other services to be financed out of the Swiss and Austrian contributions will be procured according to Swiss procurement rules and procedures (Federal Act on Public Procurement (PPA)/Ordinance on Public Procurement (PPO)).
Under the proposed project, the procurement is to be followed in line with Directive of Federal Department of Foreign Affairs (FDFA) on the Public Procurement of Services, Goods and Constructions valid as of September 1, 2013 revised on October 1, 2015.
The General Conditions of Business (GCB) for project implementation mandates as of December 2015 based on FDFA directive indicate the general framework and principles to be followed in the project procurements. The main principles in the procurement are the best quality/price ration to be chosen by MoE and other stakeholders assisted by EMP as being treated SDC's sub-contracting authority, considering that the MoE is the authority which plays the role of Contractor as per the AGREEMENT.
According the GCB clause 2.1.2, the Procurement Guideline for the FDFA (SDC), version December 2015, will be used under the project. This guidelines is intended for contractors for the Federal Department of Foreign Affairs (FDFA) who in carrying out their mandate are required to award mandates to sub-contractors using FDFA resources.
Specific Procurement Notices (SPNs) for International Open (one-step) or Selective (two-step) for the Tendering Procedure estimated at CHF 230,000 for Services, Goods and CHF 2,000,000 Constructions or an equivalent amount (or more) per contract will be published in a national newspaper of broad circulation within Moldova or on a website with free access as the corresponding tender documents become available. All notices will be published under the adequate category on the website of the Ministry of Environment, Ministry of Regional Development and Constructions, Agency "Apele Moldovei", Regional Development Agencies and in local newspapers "Logos Press".
Interested eligible bidders who wish to be included on the mailing list to receive invitations bid under tendering procedure, and interested consultants who wish to receive a copy of advertisement requesting expressions of interest for consultancy contracts, or those requiring additional information, should contact the fiduciary agency at address below.
